Early Years SEND Hubs in Hampshire

The Early Years SEND hubs provide nursery education places for pre-school children across Hampshire with significant/complex special educational needs.

The aims and purposes of the Early Years SEND hubs are to:

  • provide early years education in an environment which provides a high level of staff expertise and skill in supporting children with a wide range of significant SEN
  • provide early intervention which will, wherever possible, enable children to transfer from nursery education to a mainstream school for Year R
  • where appropriate, facilitate access to suitable therapy services for your child as part of their overall programme of support
  • work in partnership with you to support your child’s specific learning needs
  • work in partnership with staff in local schools, early years services and linked special provision to ensure your child has a smooth transfer to school, (e.g. assisting a school in building its capacity to meet the needs of the child).

Our peripatetic Early Years SEND Hubs are hubs that travel to the child allowing for children to be supported at local early years settings chosen by their family. This means that children do not have to travel to specific central location to receive support.

These early years settings are supported by dedicated specialist professionals who visit the children regularly, train practitioners, and monitor the children’s progress.

This enables the Service Provider to operate as a centre of expertise in SEN, providing advice and support to other professionals working in the area in liaison with other providers, practitioners and professionals as appropriate. This in turn promotes specialist provision and inclusive practices across the entire area.

We currently operate peripatetic Early Years SEND Hubs in the following locations:

  • Havant
  • New Forest.

For consideration of Early Years SEND Hub support, a child must be a Hampshire Local Authority resident or a looked after child placed in Hampshire. Children can be referred for a placement in line with 3 and 4 yr old statutory Early Years Education funding (EYE) entitlement.

Two-year-old children can be considered under exceptional circumstances, where it is deemed that no other placement is able to meet need.

Allocating Early Years Specialist Hub Provision support can only be considered by the Hampshire County Council SEN Service and based on recommendations from local Pre-school Advisory Group Panel discussions.
