The Hampshire Local Area Partnership brings together the organisations that support children and young people with special educational needs and disabilities (SEND). This includes education, health, social care, voluntary and community organisations, as well as representatives of children, young people and parent carers.

By working together, the partnership aims to make sure services are joined up, families can access the right support, and children and young people with SEND have the best possible opportunities to thrive.

Why this matters to families

The organisations responsible for planning and delivering SEND services meet regularly to look at what is working well, where improvements are needed, and how they can work together more effectively.

The partnership focuses on issues that matter most to children, young people and families, including:

  • Getting the right support at the right time
  • Ensuring children and young people can access education and achieve their goals
  • Improving access to health services and assessments
  • Supporting emotional wellbeing and mental health
  • Helping young people prepare for adulthood and greater independence
  • Listening to and acting on the views of children, young people and parent carers
Listening to families

The experiences and views of children, young people and families help shape the partnership's priorities and plans.

The views of families are fed into the Local Area Partnership by parents who interact with the Hampshire Parent Carer Network and the views of young people with SEND are fed in by young people in our Hampshire SEND Youth Forum.

This feedback helps the partnership understand what is working well, identify areas for improvement and influence decisions about future services and support.

How the partnership plans improvements

Each year, the partnership reviews how well SEND services are working across Hampshire through its Self-Evaluation Framework (SEF). This helps identify strengths, challenges and areas for development.

The findings are used to shape the partnership's strategy and action plan, which set out the improvements that will be made over the coming years.

  • Tracking and reducing the gap between outcomes for children and young people with SEND and their peers.
  • Annually canvassing parents about their confidence in the system.
  • Annually canvassing professionals about system improvements.
  • Listening to children and young people about what matters to them and acting on their views.
We will work together well by:
  • Collectively owning the issues.
  • Securing cross- partnership agreement to progress all actions.
  • Spreading the word, creating a system-wide understanding of our ambition.
  • Routinely seeking the voice of all children and young people with SEND.
  • Holding ourselves and each other to account on delivery of our action plan. 
  • Monitoring our progress through our Local Area Partnership board.
  • Supporting and be honest with each other.
  • Asking for help to solve systemic problems.
  • Being critical friends for each other.

Our Action plan is broken down into the following areas with actions listed under each one:
  • Action Plan 1: Improving educational engagement, support and practice across education settings
  • Action Plan 2: Improving the lives and wellbeing of children, young people and their families
  • Action Plan 3: Providing timely health diagnostics and services.

The Hampshire SEND Local Area Partnership Board provides strategic oversight of the SEND system. 

The Board: 

  • Monitors partnership performance 
  • Reviews evidence and outcomes 
  • Oversees delivery of the SEND Strategy 
  • Approves and monitors the SEF 
  • Receives feedback from children, young people and families 
  • Holds partners accountable for progress 

The Board operates in accordance with its Terms of Reference and works on behalf of the wider SEND partnership across Hampshire. 

The Hampshire SEND Local Area Partnership Board provides strategic oversight of the SEND system. 

The Board: 

  • Monitors partnership performance
